Gordon Kokx
Gordon Kokx Board Member
Dr. Kokx is a nationally recognized EMS educator and the former Associate Director of the Committee on Accreditation of Educational Programs for the EMS Professions. During his nearly 42 years in EMS, he has served in Michigan, Florida, Idaho, and Minnesota.

He was the 2021 recipient of the National Association of EMS Educator's "Legends that Walk Among Us" award and his award-winning doctoral dissertation is titled: An Exploration of Program Director Leadership Practices in Nationally Accredited Paramedic Education Programs.

Dr. Kokx presently serves as a Faculty Member at Inver Hills Community College in Minnesota.
Ed Racht, M.D.
Ed Racht, M.D. Board Member
Dr. Ed Racht has been involved in emergency medical services and healthcare systems for more than 30 years. He currently serves as chair of the Texas EMS, Trauma and Acute Care Foundation, an organization that provides advocacy, strategic planning and healthcare system credentialing in the State of Texas.

Dr. Racht has been chief medical officer for American Medical Response (AMR) since 2010. Prior to this role, he served as the chief medical officer and vice president of medical affairs for Piedmont Newnan Hospital in metro Atlanta. Dr. Racht was the first full-time medical director for the Austin/Travis County Emergency Medical Services System, where he spent 13 years. The system was nationally recognized in the Institute of Medicine's Report on the state of emergency care for its collaborative approach to challenging healthcare integration issues.

Dr. Racht received his undergraduate and medical degree from Emory University in Atlanta and completed his residency at the Medical College of Virginia.

Dr. Racht is the recipient of numerous awards including being named EMS Medical Director of the Year for the State of Texas, the American Heart Association's Paul Ledbetter MD Physician Volunteer of the Year Award and was named a "Hero of Emergency Medicine" in 2008 by the American College of Emergency Physicians. In 2015, he was the first recipient of the Joseph P. Ornato Excellence in Clinical Leadership Award, and in 2011 received the Slovis Award for Educational Excellence by the U.S. Metropolitan Municipalities Medical Director Consortium. He is also the third inductee in the Texas EMS, Trauma and Acute Care Foundation Hall of Fame.
Wilda Parks
Wilda Parks Board Member
Wilda Parks was President/CEO of the North Clackamas County Chamber of Commerce for thirteen years, then transitioned into a position as vice president of external affairs, concentrating on public policy, legislation and community outreach. She ended her chamber career in June 2012. In February 2015 she was appointed Mayor of Milwaukie for an interim period, then appointed to an open City Council position and elected for a four-year term in November 2016. Prior to her move to Oregon in 1998 she spent 14 years in Chamber management in California.

She is a graduate of the University of San Francisco and the U.S. Chamber of Commerce's six-year Organizational Management program. During her chamber career she served on the boards of the Western Association of Chamber Executives (WACE) and the Oregon State Chamber of Commerce. She has received awards for mentoring and leadership, as well as lifetime membership in both WACE and the North Clackamas County Chamber. In 2017 she was honored as the Irwin Adams Lifetime Community Achievement recipient in Clackamas County.

Parks' community involvement includes serving as Milwaukie Planning Commissioner, Governor-appointed member of the Grow Oregon Council, founding member and vice president of the Clackamas County Peace Officers Benevolent Foundation, and chair of both the Clackamas County Economic Development Commission and General Fund Budget Committee. She currently serves as chair of the Milwaukie Community Center Advisory Board and President of the Rotary Club of Milwaukie. She also serves on the Clackamas County Business Alliance Board of Directors.

Parks is the mother of four, grandmother of eleven, and great-grandmother of twenty. She lives in Milwaukie with two rescue cats.
Randy Lauer
Randy Lauer Board Member
Randy Lauer retired from AMR in July 2024 as the Pacific Region Vice President, supporting Oregon and Washington operations. He was responsible for strategic planning, contract compliance, operational budgets, leadership teams and relationships with EMS partners. Nationally, Randy played a key role with GMR and the Emergency Response Team (ERT). He remains actively involved in the EMS industry and his community.

Randy began his EMS career 50 years ago as a volunteer EMT in his rural South Dakota hometown, then spent four years on active duty with the U.S. Coast Guard stationed at Cape Disappointment at the mouth of the Columbia River. After achieving the rank of Boatswain's Mate First Class and Heavy Weather Surfman, he attended Paramedic school in Portland and joined Buck Ambulance. He continued with the Coast Guard Reserve and retired after 32 years of service as a Master Chief Boatswain's Mate.

Randy is the Past President of the Oregon State Ambulance Association, recipient of the Oregon State EMS Administrator of the Year award, and was awarded the Oregon State EMS Cross in 2017. He was named AMR's Regional Director of the Year in 2015. Randy also serves on the Board of Directors for Tualatin Valley Fire and Rescue (TVFR), where since 2011 he has worked to integrate public and private resources to improve patient care and survival.
Phil Moyer
Phil Moyer Board Member
Phil lives in Sandy, Oregon and retired in 2011 after a 41-year career in Emergency Medical Services as a paramedic and manager. The last 25 years of his career were as Operations Manager for AMR in Clackamas County.

During his EMS career, Phil served on the Executive Board for both the North Clackamas Chamber of Commerce and Oregon Impact. He was a founding member, past president and secretary/treasurer of the East Clackamas County EMS Association, and served eight years on the City of Sandy City Council. He currently serves on the Sandy Fire District's Budget Committee and as a Civil Service Commission member.

Phil enjoys hunting, fishing, hiking and golfing. Since retirement he has provided childcare to his two grandsons and serves as a Board member for Divide Camp, Inc., a nonprofit supporting post-9/11 combat wounded veterans.
